Willmer H. Razor, 76, of New Castle died Saturday in Ball Memorial Hospital in Muncie following a brief illness.       An avid racing fan, Mr. Razor owned and operated Razor Auto Sales in New Castle for many years and was employed by Morris Chevrolet in New Castle. He was born July 24, 1921, in Bath County, Ky., a son of the late George W. and Hazel Vanlandingham Razor.       He is survived by his wife of 58 years, Inez "Atha" Razor of New Castle a brother, Manuel (wife: June) of New Castle; a sister, Mary Jane Rogers of New Castle;	and several nieces and nephews.       He was preceded in death by a sister, Clara Hunt; and two brothers, Hobert and Homer Razor.       Services will be at 2 p.m. Tuesday at Hinsey-Brown. Funeral Service with the Rev. Mark Martin officiating. Friends may call from 4-8 pm Monday at the funeral home. Burial will be in South Mound Cemetery West Lawn Addition. April 4, 1998
